Combine the first eight ingredients and toss lightly with a fork. Place steaks together and sew edges with cord, leaving an opening. Fill with stuffing, sew edges together. Sprinkle with salt and pepper. Coat with flour. Brown on both sides in a small amount of fat. Add ½ cup of water, cover and bake 2 hours or until tender. Recipe may be halved and just put stuffing over one steak and bake, or roll and tie.
