Chop the onion and green pepper. Mince the garlic. In a large frying pan, cook the beef over medium high heat until browned. Reduce heat to low, add oneion, green pepper, garlic, salt and pepper to taste, and cook until vegetables are tender, about 10 minutes. Stir the tomato sauce, oregano and thyme into the meat mixture and cook until sauce has thickened, about 10 minutes. Meanwhile, cook the spaghetti in a large pot of boiling salted water until just done. Drain. Drain the jar of red peppers and cut them into long strips. Add to the sauce and cook until heated through. Taste for seasoning and add salt and pepper if needed. Pour sauce over spaghetti, and sprikle with parsley.
