Wash and drain rice. Wash raisins in hot water and drain. Heat half the oil in frying pan, add washed rice and fry to a light brown, stirring occasionally to prevent burning. Remove rice, add remaining fat, then fry the hamburger, onion, garlic, and chili pepper about ten minutes; add salt, tomatoes and chili powder which has been dissolved in one-fourth cup cold water. Allow the mixture to cook a few minutes, then mix with the rice and raisins. Pour into a baking dish, add water and lay the strips of bacon over the top. Bake until rice is tender, about forty-five minutes in a moderate oven (350 to 375 degrees F.) If bacon gets too brown, cover dish for part of the baking.
